Te Maunga Waste Transfer Station

Alta managed the design and consenting on this $53M project for EnviroNZ.

Project scope

The Resource Recovery Park Redevelopment (RRPR) was a planned upgrade of the current transfer station to support population growth in Tauranga and its surrounds. The planned sorting facility was intended to divert an additional 25,000T of waste per year from landfill.  

The site works included new development, refurbishment of existing structures, and associated groundworks for use by both staff and the public. EnviroNZ (ESL) was the developer and operator of the RRPR. Tauranga City Council (TCC) was intended to be the owner of the completed RRPR.

The development included:

  • Anew construction and demolition and general waste sorting facility.  
  • Anew two-storey office block incorporating an education space, community upcycle facilities and tinker shops.
  • Anew staff amenity block.  
  • A converted and refurbished green waste facility.
  • New commercial weigh bridges and existing kiosk refurbishment.
  • Anew recycling building and storage sheds for diverted material.
  • An updated site layout with new pavement, retaining walls, services, and stormwater ponds.
  • Widening of surrounding TCC roads to allow for vehicle movement and increased traffic.

The contract was stopped due to financial constraints. By this stage, the detailed design was completed, building consents were lodged and the construction tender process had started.

Alta’s work

Alta procured the design team (architect, civil, structural, fire, building services, landscaping, planners) from design companies. We coordinated with the team throughout the final design and building consent stages and provided budget estimates throughout the project.

Alta ran the construction contract procurement through an ROI to select top contractors and began work on the RFT.

Key learnings

The Te Maunga Waste Transfer Station enabled us to hone our design management and consenting skills. We learnt about EnviroNZ’s waste infrastructure needs, and working on an industrial development.

This project was planned to take place in an operational environment, with construction occurring while the transfer station continued to operate. We utilised our team’s expertise to develop the setup staging and SPs.
