The project is a large-scale urban development led by the three Tāmaki Makaurau rōpū of Marutūāhu, Ngāti Whātua and Waiohua-Tāmaki and their project partners. It is being facilitated by the Crown via Te Tūāpapa Kura Kāinga - Ministry of Housing and Urban Development (HUD).   

Alta is providing overall project management services including design, consenting, cost and programme management. Alta is also providing contract management services, which includes engineer to the contract and engineers representative for the early civil works contract, demolition and backbone infrastructure works.
